How Did Jungle Plum West at Forest Glen Come to Be?

Jungle Plum West came to be as part of Forest Glen's original 1999 build out, the last and largest home product platted on land first zoned in 1988. The land was first zoned on October 25, 1988 under Ordinance 88-83 for a 790 unit project called Naples Golf Estates. Ordinance 98-39 replaced that zoning in 1998 and created the Forest Glen of Naples Planned Unit Development; Ordinance 99-69, adopted October 12, 1999, replaced 98-39 and remains the operative PUD ordinance today, with a cap of 799 dwelling units on 635 gross acres, exactly what was built.

The Ronto Group, a Naples developer founded in 1967, developed Forest Glen through Ronto Golf Estates, Inc., incorporated June 2, 1997, with Westbrook Partners, a national real estate investment firm, as its capital partner through Forest Glen Golf Community Limited Partnership. Ronto describes Forest Glen as an association club of 799 units with a sellout exceeding $40 million. County building footprint layers show the build out pace: 90 buildings inside the whole PUD by 2000, 169 by 2002, 246 by 2004 and 286 by 2006, essentially flat since. Sunbiz filing dates follow the same order: the single family and villa neighborhood associations, Jungle Plum West's included, were among the first associations filed at Forest Glen, in 1999, with the Bishopwood and Britannia condominium phases following from 2000 to 2005.

Jungle Plum West's own governing corporation, Jungle Plum West of Forest Glen Neighborhood Association, Inc., is filed with the Florida Division of Corporations and remains active today. It sits inside a structure of 21 total active Florida not for profit associations at Forest Glen: the master association plus 13 condominium associations and 7 neighborhood or commons associations, Jungle Plum West's among the latter group. Owners here answer to two boards, not three: the Jungle Plum West neighborhood association and, above it, the Forest Glen Golf and Country Club Master Association, Inc. There is no condominium layer for single family estate homes.

Residents took control of the master association board from the developer by early 2005; Sunbiz records show developer officers as late as April 2004 and resident officers by March 2005. The clubhouse was renovated in 2008 and the Arthur Hills Signature golf course reopened December 1, 2008; the club marked its 25th anniversary in 2024 with a further course refinement by Ron Forse Design. On February 14, 2006 Collier County's Board of County Commissioners adopted Resolution 2006-022 for final acceptance of the Forest Glen of Naples plat improvements.

Jungle Plum West is Forest Glen's estate home product: 18 single family homes on Jungle Plum Drive West, platted as Block 2 of the Forest Glen of Naples plat, built 1999 to 2000, and running 2,473 to 4,284 square feet of living area, with a median of 3,092 square feet. That is the largest floor plan range anywhere in Forest Glen; even Jungle Plum East, the community's other single family section, tops out at 2,746 square feet. The club's own marketing groups these homes under the label "estates," distinct from the "executive homes" label it uses for Jungle Plum East.

Homes here sit on the largest lots in the community, a defining feature of the estate product line relative to Forest Glen's coach homes, garden homes, twin villas and four story condominiums. Forest Glen of Naples was platted with three residential blocks (Periwinkle Villas, Jungle Plum West and Jungle Plum East) alongside condominium tracts, golf tracts, a clubhouse tract, a maintenance tract, a road tract and eight preserve tracts; Jungle Plum West's own common tract, Tract D-3, Lot 2, covers about 0.28 acre.

Florida Building Code's 8th Edition sets a design wind speed of 163 miles per hour for Risk Category II homes here, meaning every Jungle Plum West house sits in the wind borne debris region; because these homes were built between 1999 and 2005, before Florida's first statewide building code arrived in 2002, original window and shutter specifications vary and sit in each home's individual county permit history, not in a public roll field.

What Is the Jungle Plum West HOA Fee at Forest Glen?

Jungle Plum West owners pay dues on the same bundled, quarterly statement as every other Forest Glen home: the club's own notices refer to "your quarterly dues," combining master association assessments and club membership on one bill. Current dues, any capital contribution or fund fee, any food and beverage minimum, and cart fees are not published on any first party page; the club's golf and fee pages sit behind a member login.

This is a §7.7 disclosure. Fee figures that circulate on agent and aggregator sites, including figures like "$7,812 bundled golf dues" or a flat "$1,953" HOA number, do not cite a budget, an estoppel certificate or any association document, and they disagree with each other. This page does not repeat them. The one place a buyer or seller sees the exact current dues, any Jungle Plum West neighborhood assessment, and any transfer or capital charge owed at closing for a specific home is the estoppel certificate. Florida law caps estoppel certificate fees at $299, plus $119 for expedited delivery and up to $179 more if the account is delinquent.

What is documented: in 2016 the master association board approved a $949,376 outdoor dining facility (plus an $80,000 contingency), voting 6 to 1, and assessed every member across the community, Jungle Plum West included, $1,290, billed at $215 a quarter for six quarters on the regular dues statement. That is history, not a current charge, and it shows how community wide capital projects are funded here: by assessing every home equally, regardless of neighborhood or product type.

Jungle Plum West's Layered Fees at Forest Glen: HOA, Master Association and Club

Owning in Jungle Plum West means answering to two layers of governance, not three. Condominium owners elsewhere in Forest Glen, in Barrington, Bishopwood East, Bishopwood West and Britannia, pay a condominium association fee, a neighborhood or commons association fee, and the master association assessment. Jungle Plum West, like Jungle Plum East and Periwinkle Villas, is a fee simple, platted single family section with no condominium layer, so owners here pay only the Jungle Plum West Neighborhood Association assessment and the Forest Glen Golf and Country Club Master Association assessment, both billed on the same quarterly statement described above.

Jungle Plum West of Forest Glen Neighborhood Association, Inc. is managed, per its state filing, by Tropical Isles Management of Fort Myers, the same management company that handles Periwinkle Villas. That differs from the rest of the community: Cambridge Management of Bonita Springs manages every Barrington, Bishopwood and Britannia entity, and Complete Property Management of Southwest Florida manages Jungle Plum East.

The 2017 amendment to the master declaration sets a $400,000 special assessment or capital improvement spending limit, indexed to the Consumer Price Index from 2019, above which member approval rules apply; below that figure the master board can act on its own vote, as it did for the 2016 outdoor dining project. Amounts for the Jungle Plum West neighborhood association's own separate budget are not published; a buyer or seller should request that association's current budget and the estoppel certificate for a specific home.

No Community Development District covers Forest Glen, so no CDD bond assessment appears on any Jungle Plum West tax bill, and no county lighting or beautification MSTU is levied here either. Single family bills, Jungle Plum West included, do carry the county's District 1 Garbage solid waste charge, $261.91 on a 2025 Jungle Plum Drive tax bill sampled for this page.

The Jungle Plum West and Forest Glen Declarations, Covenants and Rules

Jungle Plum West's homeowners answer to their own recorded neighborhood declaration and, above it, to the Forest Glen Golf and Country Club Master Association's governing document, the Declaration of Restrictions and Covenants for Forest Glen Golf and Country Club Community, originally recorded at Official Records Book 2536, Page 1955, Collier County, amended and restated May 14, 2010 at O.R. 4566, Page 2673, and amended again July 5, 2017 at O.R. 5411, Page 1883.

The master association's 1999 articles of incorporation set its purpose as owning, operating, maintaining and preserving the community's common areas, including the golf course, clubhouse and preserves, and levying assessments to do so; it may also contract for telecommunications, maintenance, garbage pickup and utility services on behalf of owners. The master board seats 3 to 9 directors in an odd number; the 2026 annual report lists seven officer and director seats, all with Forest Glen home addresses. A 2009 amendment requires two thirds of the board and a member vote to further amend the articles after developer turnover, which the master association passed in early 2005.

Lease minimums, pet limits, vehicle and boat rules, architectural review committee standards and any age restriction for Jungle Plum West specifically are set in that neighborhood's own recorded declaration and in the master declaration described above; none of these rule sets are published on any public page reviewed for this build. Ask for the recorded declaration and the current rules and regulations in the resale package, or request them directly from Tropical Isles Management before writing an offer.

Is Jungle Plum West at Forest Glen a 55+ Community?

No age restriction appears in any public record reviewed for Jungle Plum West or for Forest Glen as a whole, in the master association's Sunbiz filings, in the club's own real estate pages, or in any recorded document read for this page. That absence is not proof that no restriction exists; anyone who needs a Housing for Older Persons Act determination, or the opposite, should confirm directly in the recorded neighborhood declaration before treating Jungle Plum West as either an age restricted or an all ages community.

Can You Rent Out a Jungle Plum West Home at Forest Glen?

Renters at Forest Glen obtain club privileges through a golf or social membership transfer; owner listings posted on the club's own rental board state that the renter pays the club's transfer fee and the association fee, but the club does not publish the transfer amount on any public page. Minimum lease terms, the number of leases allowed per year, and any association approval or registration process for Jungle Plum West specifically are set in that neighborhood's recorded declaration and rules, not published publicly; request them from Tropical Isles Management or in the resale package before assuming a rental plan will work.

Forest Glen is in unincorporated Collier County, not the City of Naples, so City of Naples short term rental ordinances do not apply here; Collier County's own short term rental registration rules and tourist tax requirements would still apply to any home rented for less than the county's minimum stay, on top of whatever the recorded declaration allows. The club's own "Rentals Wanted" board shows a pattern of repeat seasonal renters seeking one to three month February and March stays, frequently asking for golf inclusive terms, evidence of real seasonal rental demand across the community even though Forest Glen is not marketed as an investment or short term rental community.

Pet Rules at Jungle Plum West, Forest Glen

Pet limits, breed or weight restrictions, and any registration requirement for Jungle Plum West are set in the neighborhood's own recorded declaration and the master association's rules, neither of which is published on a public page. Buyers with pets should request the current pet rules from Tropical Isles Management or in the resale package rather than assume the same rules apply here that apply in Forest Glen's condominium neighborhoods; single family sections and condominium sections do not always carry identical pet provisions inside the same master community.

Storm Posture, Flood Zone and Insurance at Jungle Plum West, Forest Glen

Storm posture at Jungle Plum West combines a countywide hurricane evacuation zone, a mostly favorable FEMA flood designation, a building code era that predates Florida's first statewide standard, and a real, if undramatic, storm and wildfire history for the surrounding area. None of it should be read in isolation: a Zone D evacuation classification, a Zone X flood map and a 1999 to 2000 construction date each answer a different question, and a buyer or seller should treat them as complementary facts rather than a single verdict on risk.

Hurricane evacuation zone

Collier County places all of Forest Glen, Jungle Plum West included, in hurricane evacuation Zone D; the state's regional storm surge planning layer, which models the worst case for each storm category, includes the area inside its Category 3 surge zone. Zone D should not be read as no surge risk under any storm; follow county evacuation orders by zone when a storm approaches. Before Hurricane Milton in October 2024, Collier's voluntary evacuation order covered Zones A and B, mobile homes and properties with a flooding history; Zone D, and Jungle Plum West with it, was not included.

FEMA flood zone

Forest Glen sits on FEMA FIRM panel 12021C0418J, effective February 8, 2024. Building by building zones for the community's single family and villa area, the plat block that includes Jungle Plum West, run 144 of 160 county address points in Zone X, 9 in shaded Zone X and 7 in Zone AH; Jungle Plum West, Jungle Plum East and Periwinkle Way addresses are almost entirely Zone X, the minimal hazard designation, with no Forest Glen address in Zone AE or VE. FEMA describes the local flood source across the community as ponding and overland flow, not storm surge.

Wind design and building code

Florida Building Code's 8th Edition sets a design wind speed of 163 miles per hour for Risk Category II buildings at Forest Glen, which places every Jungle Plum West home in the wind borne debris region; new or replacement windows and doors need impact rated products or approved opening protection. These homes were built 1999 to 2000, before Florida's first statewide building code arrived in 2002, so original window and shutter specifications vary by home and sit in each property's individual Collier County permit history.

Storm history near Forest Glen

Hurricane Irma made its final landfall near Marco Island at Category 3 on September 10, 2017; the Collier County Emergency Operations Center about 2.5 miles south of Forest Glen recorded 71 knot sustained winds and a 106 knot, about 122 mile per hour, gust, and a rain gauge about 1.7 miles north measured 11.46 inches of rain. In Hurricane Ian on September 28, 2022, the National Weather Service placed storm surge across almost all of Collier County south and west of US 41, about 5 miles south of Forest Glen, with likely inland gusts of 80 to 90 miles per hour. No county, news or association record reviewed for this page describes storm flooding or storm damage inside Forest Glen from Irma, Ian or Milton.

Wildfire near the preserve

During the Newman Road Fire in the Picayune Strand area in April 2026, which grew to 1,733 acres and was 60 percent contained within two days, Forest Glen was included in evacuation alerts; public radio reported that evacuations were later lifted for the Forest Glen community. No report reviewed describes damage inside Forest Glen. More than half of Forest Glen is preserved native vegetation, and the eastern preserve borders large conservation lands, giving the community a real wildland edge worth understanding even where no fire reached homes.

Flood insurance costs

Unincorporated Collier County is a Class 5 community in FEMA's Community Rating System, worth a 25 percent discount on eligible National Flood Insurance Program policies, a status it has held since October 1, 2015. Across all 5,463 NFIP policies in ZIP 34114 that took effect between June 2025 and May 2026, the median annual policy cost was $1,528.
