If you own a home in Riviera Golf Estates and are thinking about selling, or you are weighing a manufactured home against a block home in East Naples, Jesse McGreevy and Marc Comisar wrote this page for you. McGreevy and Comisar are the #5 real estate team in Florida in the 2026 RealTrends rankings, Top 1% Real Estate Agents Nationally Since 2008, with over $900 million in personal sales, and Jesse has worked Southwest Florida real estate since 2004. Riviera Golf Estates is a 55-and-over community of 692 homes in East Naples, Florida, off Rattlesnake Hammock Road and County Barn Road in ZIP 34112, governed by Riviera Golf Estates Homeowners Association, Inc. under a recorded declaration that qualifies it as housing for older persons (Golfweek / Naples Daily News, 2023; Amended and Restated Declaration, 2025). The 18-hole course it was built around has been closed since April 2022 and is the subject of a court fight that the Sixth District Court of Appeal decided for the course owner on April 17, 2026 (Sixth DCA opinion).
McGreevy and Comisar are the best realtor for Riviera Golf Estates in Naples because they pair career-scale results, the #5 real estate team in Florida in the 2026 RealTrends rankings and over $900 million in personal sales, with a record-by-record read of Riviera itself: its recorded 55-and-over covenants, its three product types, the golf-course rulings and its 58 MLS closings.

Domain Realty, our brokerage, closed 658 transaction sides in Naples in the 60 months to October 5, 2026, $521.5 million in volume counted by side, per the Southwest Florida MLS pulled that day.
The Riviera Golf Estates market, last 12 months: We tracked 58 Riviera Golf Estates closings in the Southwest Florida MLS, $17,083,800 in volume, at a $297,500 median and a range of $125,000 to $482,500 (closed sales Aug 11, 2025 to Aug 11, 2026).
That one median covers three different products. A manufactured home in Riviera Colony Golf Estates, a concrete-block home on Marseille Drive and a condominium on Charlemagne Boulevard share one 55-and-over association, but they insure, finance and sell differently. A Riviera seller who prices off the community median, or off the wrong product, leaves money on the table or sits. We price a Riviera home against its own product and section, explain the age rules and the buyer approval to out-of-state buyers before they write an offer, and answer the golf-course question with the court record. Sellers across the city compare the best real estate agents in Naples before they sign a listing agreement, and this page is our case for Riviera Golf Estates in particular. You can read more about McGreevy and Comisar and how the team works.
For Riviera Golf Estates sellers: professional photography, video and drone, a qualified-buyer database built over two decades, and quiet, off-market options when you want discretion. In a 55-and-over community with a buyer-approval process, the paperwork is part of the marketing, and we have it ready before the first showing.

Riviera Golf Estates, Naples is a recorded 55-and-over community of 692 manufactured and block homes plus 160 condominium units, built from 1967 to 2003 around a golf course that closed in 2022. The eight facts below change a Riviera buying or selling decision most, each with its source and date.
Living in Riviera Golf Estates, Naples means a social 55-and-over neighborhood of one-story homes off County Barn Road, with a clubhouse, pool, pickleball and tennis courts, a gym and a full resident-run activity calendar, about 13 free-flow minutes from Fifth Avenue South, beside a golf course that has been closed since 2022.
The association describes the community as a place “where neighbors know one another, friendships come easily, and there is always something to look forward to” and lists what residents share: “Pickleball and tennis courts,” “A community fitness center/gym,” “A sparkling community pool and adjoining Chickee Hut” and “Card and game rooms” (Riviera Golf Estates). The clubhouse has “a spacious gathering area, full kitchen, restrooms with showers,” next to the pool (same page).
If you are just starting, our guide to buying a home in Naples covers the steps from pre-approval to the association disclosures Florida requires, and our Naples seller guide covers listing.
Water aerobics runs Monday through Saturday at 9:00 a.m., tai chi on Tuesday and Thursday mornings, aerobics three mornings a week, and line dancing resuming Wednesday, November 4, 2026, all free to residents (exercise and fitness). Bocce runs Mondays and Thursdays from November 2, 2026, darts in the evenings, and billiards in the Annex game room (sports and recreation). The resident golf league still plays every Wednesday at 7:00 a.m., at the public Lakewood course on Lakewood Boulevard (same page; Lakewood Country Club).
Riviera suits buyers who want a one-story home with a garage or carport, a busy social calendar and a central East Naples location, at a $297,500 community median (Southwest Florida MLS). At least one occupant must be 55 or older under the recorded Declaration, with an 80/20 allowance, so we check every buyer’s occupancy plan against that rule (Declaration, Article 11).
The main entrance is on County Barn Road, where the association is refreshing landscaping and signs, “expected to be completed by November” (Riviera Golf Estates). The Naples Daily News describes Riviera as “a 55-plus gated community” (Naples Daily News, June 15, 2025). The association office is at 425 Charlemagne Boulevard, open weekday mornings from 8:00 to noon.

Data updated: August 2026
We tracked every Riviera closing in the Southwest Florida MLS for closed sales from August 11, 2025 to August 11, 2026. The MLS files Riviera under two names, and neither one lines up exactly with the three products, because block homes, manufactured homes and condominiums appear under both. The property-type split waits for the next pull.

The 45 sales under the main name run from $125,000 to $455,000 around a $324,000 median, with a cluster of 17 sales between $359,000 and $420,000 (Southwest Florida MLS). The low end is consistent with the condominiums and the smallest homes; the high end with updated block homes.
The 13 Colony sales run from $180,000 to $482,500 around a $285,000 median (same source). Riviera Colony Golf Estates is where the Declaration allows manufactured homes, in Units I to III, and block homes in Unit IV (Declaration).

Riviera Golf Estates came to be as a golf-course community in East Naples, built from 1967 to 2003 around the 18-hole Riviera course, which was tied to a 1973 deed restriction requiring golf use; the homes are governed by Riviera Golf Estates Homeowners Association under a declaration last restated in 2025.
The Naples Daily News describes Riviera as “a 55-plus gated community, built between 1967 and 2003,” with “nearly 700 homes,” and “intertwined with the 18-hole golf course” (Naples Daily News, June 15, 2025). The three condominiums were recorded in 1974, 1979 and 1980 (DBPR condominium extract).
According to the Sixth District Court of Appeal, “In 1973, a deed addendum was recorded on the property currently owned by Riviera. The addendum contained a use restriction, requiring the property to be used as a golf course” (Sixth DCA opinion). Residents long relied on “a paragraph at the end of the original contract signed when Riviera Golf Estates was created in the 1970s” that they said “guaranteed the golf course would be there ‘in perpetuity’” (Golfweek / Naples Daily News, 2023). When the course changed hands in 1990, the deed did not mention the restriction, but an affidavit filed with it incorporated the 1973 addendum by reference (same opinion).
The Amended and Restated Declaration of Protective Covenants, Conditions and Use Restrictions was recorded on August 20, 2018 “at O.R. Book 5544, Page 2758 et. seq., Public Records of Collier County,” and restated again in April 2025 with new By-Laws and Articles (Declaration; By-Laws). The common areas are “Tracts E and H, Riviera Colony Golf Estates Tract Map, as recorded in Plat Book 10, Pages 104 through 108.”
The Declaration states that “the adjacent golf course is privately owned and is not a part of the Community and is therefore not a proper subject of assessments” (Declaration, section 3.1). La Minnesota Riviera LLC “purchased the public golf course for $4.8 million in 2005”; it “closed temporarily in 2017 after losing money for years” and, after reopening, “operated until April 2022” (Golfweek / Naples Daily News, 2023).
Riviera Golf Estates in Naples is laid out as three products on streets with French names, wrapped around the 94-acre former golf course: manufactured homes in Riviera Colony Golf Estates Units I to III, concrete-block homes in Colony Unit IV and Riviera Golf Estates Units I, II and IV, and three condominiums on Charlemagne Boulevard.
The recorded Declaration fixes the product map. Block homes, “Residences constructed of concrete masonry,” are “only permitted in Riviera Colony Golf Estates Unit IV; Riviera Golf Estates Unit I, Phases 1, 2 and 3; and Riviera Golf Estates Units II and IV,” while manufactured or modular homes are “only permitted in Riviera Colony Golf Estates Units I, II and III” (Declaration, sections 1.15 and 1.16). A buyer who wants to replace a manufactured home with a block home, or the reverse, needs to know which section the lot sits in before anything else.
Section group | Product | County address points | Main streets |
|---|---|---|---|
Riviera Colony Golf Estates Units I to III | manufactured or modular homes | 299 (Unit I 152, Unit II 104, Unit III 43) | Le Mans Drive, Chateau Way, Riviera Boulevard West, Calais Court, Belle Isle Circle |
Colony Unit IV; Riviera Golf Estates Unit I (Phases 1 to 3), Units II and IV | concrete-block single-family | 396 | Marseille Drive, Bordeaux Circle, Versailles Circle, Fleur De Lis Lane, Picardy Court, Estelle Drive |
Riviera Golf Estates Condominium Units 1 to 3 | condominium | 160 units (54, 52 and 54) | Charlemagne Boulevard |
Sources: Collier County Site Address Points by subdivision code (October 2026); DBPR condominium extract; Declaration. The 695 lot address points line up with the 692 homes reported in 2023 (Golfweek / Naples Daily News).
The Colony Units I to III carry 299 address points. Replacement homes must be “at least 24 feet in width and 1,000 square feet,” with a carport or attached garage, and must have skirting and meet county code (Declaration, section 7.1). These are owned lots, not rented pads: the buyer takes title to the land and the home.
The 396 block-home address points sit in Colony Unit IV (50), Riviera Golf Estates Unit I Phase 1 (23), Phase 2 (46), Phase 3 (62), Unit II (108) and Unit IV (107) (Collier address points, October 2026). The four Riviera Lake Villas points are counted with this group.
Riviera Golf Estates Condominium Unit 1 has 54 units and was recorded January 10, 1974; Unit 3 has 54 units, recorded February 1, 1979; Unit 2 has 52 units, recorded January 1, 1980, all on Charlemagne Boulevard (DBPR condominium extract). Each is its own Florida corporation (Sunbiz).
The closed course is a separate 94-acre parcel owned by La Minnesota Riviera LLC, zoned for golf course and recreational use (Gulfshore Business). Collier’s zoning layer carries the residential side as the Riviera Golf Estates PUD, ordinance 78-58, built out (Collier PUD layer, October 2026).
A note on names: Riviera Colony, a separate development with its own county code and MLS name, is not part of Riviera Golf Estates. Riviera Colony Golf Estates is. We keep the two apart in every count on this page.
Riviera Golf Estates in Naples is run by Riviera Golf Estates Homeowners Association, Inc., a seven-member board elected to staggered three-year terms, with Resort Management of Estero as manager; the three condominiums each have their own association, and the closed golf course belongs to a private owner.
The homeowners association is Florida corporation 742390, active; the condominiums are Riviera Golf Estates Condominium Unit #1, Inc. (728586), #2 (742002) and #3 (742580), all active (Sunbiz). The By-Laws set “seven (7)” directors “elected for three (3) year staggered terms,” and a member quorum at “at least 25% of the votes of the entire membership” (By-Laws, sections 3.4 and 4.1). Resort Management, 9250 Corkscrew Road, Estero, is listed as manager on the sale forms (Home Sale Process and Forms).
The Declaration states: “This Community provides housing for older persons, as defined in the Act … Exemption Three (55 or older housing),” and “no Residence shall be occupied or permitted to be occupied unless there is at least one (1) person occupying the Residence who has attained the age of 55 years,” except for “persons who fall into the 80/20 category” (Declaration, Article 11). The Rules repeat it: “AGE RESTRICTIONS: One occupant must be over 55” (Rules and Regulations, 2025).
A surviving spouse or companion may stay in the home, and an adult who inherits may occupy it so long as the 80/20 allowance is met (Declaration, section 11.3). Heirs who plan to sell rather than move in should talk to the association office early.
“Any sale or transfer which is not approved … shall be void unless subsequently approved in writing by the Board” (Declaration, section 9.5). The buyer submits the Application for Approval of Sale or Transfer, a Pet Registration Form and a Background Check Form with a $500 application fee, $150 of it non-refundable, “at least 20 days prior to closing” (Home Sale Process and Forms). The fee is $100 for an owner moving within Riviera and $250 for an approved renter buying. The same form warns, in capitals, that the golf club “is owned by a separate entity.”
The association can buy lots and homes by board action, but other real property only “after the approval of two-thirds (2/3rds) of the voting interest” (Declaration, section 2.7). That is why any resident purchase of the golf course has to clear a community vote (Golfweek / Naples Daily News).
A manufactured home in Colony Unit I and a block home on Marseille Drive do not price off the same comparable sales. Start with a free Riviera Golf Estates home valuation, or Call Jesse direct at (239) 898-6072.
The fee stack in Riviera Golf Estates, Naples is short: one homeowners association assessment that covers the clubhouse, pool, courts and Blue Stream internet, a condominium assessment for the 160 condo units, a $500 sale application and no CDD and no golf dues, because the course is closed and not part of the association.
Layer | Amount | Period | Covers | Source |
|---|---|---|---|---|
Homeowners association | not published on association pages | per annual budget | common areas, clubhouse, pool, courts, gym, HOA-provided internet | |
Condominium association (Units 1 to 3) | not published | per association budget | buildings, insurance, reserves | |
Sale application | $500 ($150 non-refundable); $100 internal move; $250 approved renter | per sale | approval and background check | |
Golf | none | course closed since April 2022, privately owned | ||
CDD | none | Collier CDD layer, October 2026 |
Each lot pays its share of the annual budget, special assessments and service charges; the golf course “is privately owned and is not a part of the Community and is therefore not a proper subject of assessments” (Declaration, section 3.1). The association lists “Blue Stream Fiber, HOA provided Internet Service Provider” (community resources).
The association does not post its assessment amount, and neither do the condominium associations. We read the figure off the estoppel certificate and the current budget for each home we price.
In 2023 a proposed county settlement would have created an independent special district to buy the course for $5.8 million, with estimated assessments of $1,542.77 to $2,602.13 a year over 10 years (Collier Clerk; Golfweek / Naples Daily News). Commissioners rejected it in January 2024 (CCFJ). No such assessment exists.
Clubhouse rental for a private function is $300 a day and the kitchen or Annex card room $100; copies of records are $0.25 a page (Rules and Regulations, 2025).
The neighborhoods inside Riviera Golf Estates in Naples are the manufactured-home Colony sections, the block-home sections and the three condominiums: one association and one set of age rules, but three different houses to buy, insure, finance and price, each with its own streets, flood profile and comparable sales.
These 299 lots are the only places in Riviera where manufactured or modular homes are allowed (Declaration). Buyers here should look at the age of the home, the tie-down and installation records, the roof and the flood zone: 12 of the 16 Colony manufactured-home points we sampled are FEMA Zone AE (FEMA NFHL, October 2026).
The block homes run from Fleur De Lis Lane to Estelle Drive. Most sampled addresses are Zone X, with Zone AE at 5 of 32 (FEMA NFHL). These homes are the larger share of Riviera’s resale market and carry the upper end of the price range.
Fifty-four units recorded in 1974 at 325 Charlemagne Boulevard, managed in care of Cambridge Property Management (DBPR).
Fifty-two units recorded in 1980 (DBPR).
Fifty-four units recorded in 1979 at 401 Charlemagne Boulevard (DBPR). All nine condominium points we sampled are Zone X (FEMA NFHL).

The clubhouse and amenities in Riviera Golf Estates, Naples belong to the homeowners association, not a golf club: a clubhouse with a full kitchen, a pool with a Chickee Hut, pickleball and tennis courts, a gym and game rooms in the Annex, all reached by resident key card and paid for in the association budget.
Amenity | What it is | Source |
|---|---|---|
Clubhouse | gathering area, full kitchen, restrooms with showers | |
Pool and Chickee Hut | community pool beside the clubhouse | same |
Pickleball and tennis | shared courts; pickleball Sunday, Monday, Wednesday and Friday at 8:00 a.m. | |
Annex | gym, billiards room, card room and library | |
Bocce, shuffleboard, darts | resident leagues in season | |
Wi-Fi | free at the Clubhouse and the Annex |
Each homeowner may obtain a card or fob for the recreational facilities, and “Temporary key cards will be issued to guests of residents upon request” (Rules and Regulations, 2025). Gym equipment is for adults 18 and older, and billiards players must be at least 15 (sports). AED units are in the Clubhouse and the Annex Gym (community resources).
The association lists a book club, a computer club in season, an art and crafts group on Mondays from November to April, a Wednesday Tiki Hut social and a monthly Sunset at the Beach gathering at Lowdermilk Park (clubs and groups). The Collier County Public Library South Regional branch is 4.4 road miles away. Card groups meet on set days, one on the first and third Mondays of each month (card players).
“No gym membership or class fees required,” the association says of its resident-led classes: water aerobics, chair aerobics, tai chi and line dancing (exercise and fitness).
The golf course at Riviera Golf Estates in Naples closed in April 2022, after its owner, La Minnesota Riviera LLC, said the public course was losing money; the 94 acres are privately owned, outside the association, and in the middle of a legal fight over whether a 1973 restriction still requires golf.
The Riviera course was a public 18-hole course. In 2022 it was still “advertising nine holes of golf for $28 and 18 holes for $38, well below the cost to play other area courses” (Gulfshore Business). The owner “purchased the public golf course for $4.8 million in 2005”; the course “closed temporarily in 2017 after losing money for years. After reopening, it operated until April 2022” (Golfweek / Naples Daily News).
The resident golf league “brings neighbors together” every Wednesday at 7:00 a.m. at “Lakewood Golf Course, 4235 Lakewood Boulevard, Naples” (sports), a public course in the Lakewood neighborhood (Lakewood Country Club). Lely Resort’s Flamingo Island course is about 6.8 road miles away (OSRM, Oct 2026).
The former fairways sit behind many Riviera homes. A home that backs onto the course has a view whose future depends on the case and on any rezoning, a point we walk every buyer through before an offer. The full timeline is in the section on what is proposed, below.
Riviera Golf Estates in Naples sits inland in hurricane evacuation Zone C, outside the Coastal High Hazard Area, with a mix of manufactured and block homes; the storm questions here are wind on older manufactured homes and stormwater, which residents raised in every public hearing on the course.
All 60 Riviera addresses we tested are in evacuation Zone C and none are in the Coastal High Hazard Area (Collier evacuation layer, October 2026; Know Your Zone). Zone C is called after Zones A and B, so in many storms Riviera residents shelter in place. Collier’s evacuation orders often name mobile and manufactured homes separately from site-built homes, so follow the county’s orders for your home type.
The National Hurricane Center measured 6 to 9 feet of inundation above ground in coastal Naples during Ian on September 28, 2022 (NHC Ian report). We found no published account of flooding inside Riviera; ask the seller and the association for any claim history on the home you are buying.
Collier’s building-code wind map puts the community at 151 mph for Risk Category 1 and 165 mph for Risk Category 2, the category for most homes (Collier FBC 8th Edition layers, October 2026). For a manufactured home, the HUD data plate and the installation and tie-down records tell an insurer what the home was built and set to withstand.
Riviera drains to the Lely Canal Basin, with an allowable discharge of 0.06 cubic feet per second per acre set in 2001 (Collier basins layer). Residents cited “flood and stormwater concerns” at the April 11, 2023 commission meeting (Collier Clerk), and the 2022 outreach meetings on the course plan addressed “stormwater management and traffic concerns” (Gulfshore Business).
FEMA flood zones in Riviera Golf Estates, Naples split by section: 42 of the 60 addresses we tested are Zone X and 18 are Zone AE, with the AE points concentrated in the manufactured-home Colony units and the north edge of the block-home sections, 59 of the 60 on one map panel.
Section group | Points tested | Zone X | Zone AE |
|---|---|---|---|
Colony manufactured-home Units I to III | 16 | 4 | 12 |

Source: FEMA NFHL point queries, October 2026; each address links to its query. Zones apply to the ground at the address point, not to a specific floor elevation.
Thirteen of the 18 AE points carry an 8-foot base flood elevation; the other five are AE without a static elevation on the layer (FEMA NFHL). Collier’s own 2024 flood layer reads the community centroid as AE, “combined riverine and coastal floodplain” (Collier FEMA24 layer). A mortgage on a home in Zone AE requires flood insurance; a home in Zone X does not, though lenders and insurers still price it.
Collier opened the 90-day appeal period for its proposed new flood maps on August 19, 2026 (Collier County). On the preliminary panel 12021C0601K, the 60 Riviera points read 43 Zone X, 14 AE 8 feet and 3 AE 7 feet (FEMA Preliminary NFHL).
Collier’s elevation-certificate library returns 169 certificates inside Riviera’s address envelope (Collier elevation certificates). Match the certificate to the street address before you rely on it.
Insurance in Riviera Golf Estates, Naples depends first on the product: a manufactured home is written on its own policy forms and priced on age, installation and flood zone; a block home on roof age and wind mitigation; a condominium on the association’s master policy plus the owner’s interior coverage.
Manufactured-home buyers should get a quote before they write an offer. Insurers ask for the year, the data plate, the tie-down and skirting records and the flood zone; the Declaration requires skirting and county-code compliance (Declaration, section 7.1). Twelve of the 16 Colony points we tested are Zone AE, so most will carry flood insurance with a mortgage.
Most block-home points are Zone X. A current wind mitigation inspection, which records roof shape, roof-to-wall attachment and opening protection, is the document most likely to lower a premium. Florida’s insurer of last resort expected its policy count to fall to 385,000 by the end of 2025, down 73 percent from its October 2023 peak, as private carriers returned (Citizens).
The condominium associations insure the buildings; owners insure walls-in. Florida’s milestone-inspection law covers buildings three stories or more (Florida Statutes 553.899), and structural integrity reserve studies follow section 718.112. Unincorporated Collier is a Community Rating System Class 5 community, which discounts National Flood Insurance Program premiums (Collier floodplain management).
The schools that serve Riviera Golf Estates in Naples are Lely Elementary, East Naples Middle and Lely High, at all 12 addresses we checked for the 2026 to 2027 school year, though in a 55-and-over community school zoning matters mostly to resale and to households under the 80/20 allowance.

What is being proposed for the Riviera golf course in Naples is housing: the owner has sought since 2021 to convert the 94 acres, a 2023 county buyout settlement failed, a trial court upheld the golf restriction in 2025, and on April 17, 2026 the appeals court reversed, so the restriction no longer stands in the way of a rezoning application.
Date | Event | Source |
|---|---|---|
1973 | Deed addendum requires the land to be used as a golf course | |
2005 | La Minnesota Riviera LLC buys the course for $4.8 million | |
November 2020 | Collier commissioners vote unanimously not to buy the course | |
November 2021 | Owner files an intent-to-convert application | |
April 2022 | Course closes | |
2022 | Outreach meetings on a concept plan for 346 attached villa homes | |
February 3, 2023 | Owner files a Bert Harris claim against the county | |
April 17, 2023 | Mediated settlement: county to pay $5.8 million, repaid by a special district | |
January 2024 | Commissioners reject the settlement after residents oppose it | |
February 6, 2025 | Circuit court finds the covenant “valid and enforceable, until August 18, 2030” | |
March 11, 2025 | Commissioners keep the 2017 golf-course conversion rules | |
April 17, 2026 | Sixth District Court of Appeal reverses and remands for judgment for the owner |
The 2022 concept plan showed “346 new single-family attached villa homes” on the course; the owner said the public course “is financially infeasible and has been operating at a loss for years” (Gulfshore Business). The property “is zoned for golf course and recreational use, so rezoning of the course to a residential planned unit development (RPUD) would be required” (same).
The owner argued that the county’s greenway requirement would cut buildable homes “from 346 to 104,” valuing its loss at $14.52 million (CCFJ). The April 2023 settlement would have had the county “pay La Minnesota the sum of $5,800,000 to purchase the Riviera Golf Course” and “create an Independent Special District” to assess owners (Collier Clerk); estimates ran from $1,542.77 to $2,602.13 a year for 10 years, about 64.3 percent borne by single-family owners (Golfweek / Naples Daily News). In a straw poll, “an overwhelming majority of residents said they didn’t support the compromise,” and commissioners rejected it in January 2024 (CCFJ).
The association sued in 2022 to enforce the 1973 restriction. In February 2025 a Collier circuit judge found the covenant “valid and enforceable, until August 18, 2030” (Naples Daily News, 2025). On April 17, 2026 the Sixth District Court of Appeal held: “Because the restriction was not properly preserved under Florida’s Marketable Record Title Act (‘MRTA’), we reverse and remand for the trial court to enter summary judgment for Riviera,” meaning the course owner (La Minnesota Riviera, LLC v. Riviera Golf Estates Homeowners Association, Inc., No. 6D2025-0443, Sixth DCA opinion).
The appellate ruling removes the deed restriction; it does not approve housing. Any plan still needs Collier’s golf-course conversion process, kept unchanged by commissioners on March 11, 2025, and a rezoning to a residential PUD with public hearings (Naples Press; Gulfshore Business). As of October 2026 we found no rezoning petition on the county’s public layers. The same 2025 county discussion noted that the 82.5-acre Links of Naples course in East Naples was settled for 369 homes (Naples Press).
Collier’s zoning layer shows active residential PUDs within about a mile: Hibiscus RPUD (7.9 acres) at 0.57 miles, Crews Road RPUD (9.9 acres) at 0.67 miles and Cope Reserve at 0.83 miles, beside the built-out Lago Verde, Windsong, Kings Lake, Lely Country Club and Falling Waters (Collier PUD layer, October 2026).
The rules in Riviera Golf Estates, Naples are set by a recorded Declaration and 2025 Rules and Regulations: at least one occupant 55 or older, board approval of every sale and lease, no more than two leases a year of 90 days to one year, up to two pets and architectural approval for exterior changes.
“No Residence may be leased more often than two (2) times in any calendar year, with the minimum lease being 90 days”; “No lease may be for a period of more than one (1) year”; no subleasing; the board has 20 days to approve or disapprove a lease (Declaration, Article 8). Renters have their own welcome page and guidelines (renter information).
“Only up to two (2) of the following types of pets: dogs, cats, or caged birds are permitted in a Residence,” leashed or carried outside; an aquarium does not count (Declaration, section 7.19). Pets are registered with the office (pet registration form).
Exterior changes go to the Architectural Review Board; approvals expire after twelve months, and work without approval carries a minimum $100 fine and up to $100 a day if the application is not filed within 14 days of notice (Rules and Regulations; ARB requirements). Paint colors come from the Sherwin-Williams chart kept in the clubhouse office.
One vehicle may be parked long-term in a designated area for up to six months under a parking agreement, and other cars illegally parked on common areas may be removed. Pods and dumpsters are allowed temporarily only with a valid building permit; register for county alerts through Alert Collier (Rules and Regulations).
Collier’s year-round watering rules apply (Collier water services): odd addresses Monday, Wednesday and Saturday, even addresses Tuesday, Thursday and Sunday, never between 10:00 a.m. and 4:00 p.m. (community resources).
Riviera Golf Estates vs Kings Lake is a natural East Naples cross-shop a half mile apart: Riviera is a recorded 55-and-over community of manufactured homes, block homes and condominiums around a closed golf course, while Kings Lake is an all-ages community of about 1,173 homes with no golf course and a very low master fee.

Choose Riviera if your household meets the Declaration’s 55-and-over occupancy rule and you want a one-story home, a busy social calendar, free fitness classes and, in most sections, a Zone X address, at a $297,500 community median. Accept the open question over the former golf course.
Choose Kings Lake if you want no age restriction, a very low master fee and no golf-land question at all. For other East Naples comparisons, see Naples Lakes Country Club, or for a resort-scale golf community, Lely Resort.
The pros and cons of Riviera Golf Estates in Naples come down to price, social life and location against the closed golf course and the limits of an age-restricted, approval-based community: a $297,500 median and a full calendar 13 minutes from Fifth Avenue South, but fairways with an unsettled future.
Pros | Cons |
|---|---|
$297,500 median, from $125,000 (Southwest Florida MLS) | Golf course closed since April 2022; appeals court ruled for the owner in April 2026 |

Zone X at 42 of 60 tested addresses | Zone AE at 12 of 16 tested manufactured-home addresses |

Price against your own product. The 45 sales under the main Riviera Golf Estates MLS name ran $125,000 to $455,000 and the 13 Colony sales $180,000 to $482,500, each mixing products (Southwest Florida MLS, closed sales Aug 11, 2025 to Aug 11, 2026). A manufactured home, a block home and a condominium each need their own comparable sales.
Buyers will ask. We answer with the record: the course is privately owned and outside the association, the appeals court ruled for the owner on April 17, 2026, and any housing still needs a rezoning with public hearings (Sixth DCA opinion; Naples Press).
The buyer’s application, background check and $500 fee go to the manager at least 20 days before closing (Home Sale Process and Forms). We collect them at contract so the approval does not push the date.
Expect questions on the flood zone, the elevation certificate and, for a manufactured home, the installation and tie-down records. A wind mitigation report helps a block-home buyer price insurance.
In Collier County the buyer customarily pays for the owner’s title insurance policy; the contract controls. Sellers pay their own agent’s commission as agreed, documentary stamp tax on the deed and any payoff.
Seasonal buyers are in Naples from late fall through spring, and Riviera’s calendar fills from November. In the 12 months to August 11, 2026, Riviera closings ran 17 in October to December 2025 and 14 in January to March 2026 (Southwest Florida MLS).

These are the questions buyers ask us most about Riviera Golf Estates in Naples, answered from the recorded Declaration, the association’s own pages, the court record, FEMA, the school district and the Southwest Florida MLS, with each answer short enough to act on and each figure dated.
Riviera Golf Estates is in East Naples, ZIP 34112, off Rattlesnake Hammock Road with its main entrance on County Barn Road. It is about 5.5 road miles from Fifth Avenue South and 5.8 miles from I-75 Exit 101 (OSRM, Oct 2026).
Yes. The recorded Declaration qualifies Riviera as housing for older persons and requires at least one occupant of each home to be 55 or older, with an 80/20 allowance and exceptions for surviving spouses and heirs (Declaration, Article 11).
Yes, with an occupant who is 55 or older. A limited number of homes may fall within the 80/20 allowance under the Declaration, and a surviving spouse or companion may stay. Ask the association before you buy if no occupant will be 55.

The Naples Daily News reports the community was built between 1967 and 2003. The condominiums were recorded in 1974, 1979 and 1980 (DBPR).

La Minnesota Riviera LLC, which bought it for $4.8 million in 2005. The course is privately owned and is not part of the association (Declaration, section 3.1).
Not yet decided. The Sixth District Court of Appeal ruled on April 17, 2026 that the 1973 golf restriction was not preserved, but any housing still needs Collier’s golf-course conversion process and a rezoning with public hearings (Sixth DCA opinion).
A 2022 concept plan showed 346 attached villa homes (Gulfshore Business). No plan has been approved.
A 2023 mediated settlement would have had the county buy it for $5.8 million, repaid by a special district assessing owners. Commissioners rejected it in January 2024 after residents opposed it (CCFJ).
The resident golf league plays Wednesdays at 7:00 a.m. at the public Lakewood course on Lakewood Boulevard (sports).
A clubhouse with a full kitchen and showers, a pool and Chickee Hut, pickleball and tennis courts, a gym, billiards and card rooms, bocce and shuffleboard (Riviera Golf Estates).

The association does not publish its assessment amount. We read it from the estoppel certificate and the current budget for each home. There is no CDD and no golf dues.
The common areas and facilities, and the association lists Blue Stream Fiber as its HOA-provided internet provider (community resources). The golf course is not a proper subject of assessments.
Yes. The buyer pays a $500 application fee, $150 of it non-refundable, with a background check, at least 20 days before closing (Home Sale Process and Forms).
Yes. An unapproved sale or transfer is void unless the board later approves it in writing (Declaration, section 9.5).
Yes, within limits: no more than two leases a year, each at least 90 days and no longer than one year, with board approval and no subleasing (Declaration, Article 8).
Up to two dogs, cats or caged birds, leashed outside and registered with the office (Declaration, section 7.19).
Partly. Of 60 addresses we tested, 42 are FEMA Zone X and 18 are Zone AE, 59 of them on panel 12021C0601J effective February 8, 2024. Most AE points are in the manufactured-home Colony sections (FEMA NFHL).
Zone C at all 60 addresses we tested, outside the Coastal High Hazard Area (Know Your Zone).
Slightly. The preliminary map reads 43 Zone X and 17 Zone AE at the same 60 points; Collier opened the appeal period on August 19, 2026.
Yes, on manufactured-home policy forms. Insurers ask for the year, the data plate, the tie-down records and the flood zone; get a quote before you write an offer.
Lely Elementary (A), East Naples Middle (A) and Lely High (B) for 2025 to 2026, at all 12 addresses we checked.

The association lists Blue Stream Fiber as its HOA-provided internet service (community resources).
Yes. Residents can rent the clubhouse for a private function at $300 a day, or the kitchen or Annex card room at $100.

For households that meet the Declaration’s 55-and-over occupancy rule and want a social, one-story community at an East Naples price, it fits well, with a full calendar and a central location. Weigh the closed course, the approval process and the flood zone of the specific home.
These are the questions Riviera Golf Estates sellers ask us most, from pricing a manufactured home against a block home to the buyer-approval timeline, the golf-course case and title costs, answered with the record and the Southwest Florida MLS so you can plan a sale before you call.
It depends on your product and section. Riviera’s 58 closings ran $125,000 to $482,500 at a $297,500 median (Southwest Florida MLS). Start with a free Riviera Golf Estates home valuation.
Days on market are owed in the next MLS pull. We tracked 58 closings in 12 months, about five a month.
No. The products insure, finance and appraise differently. We price a manufactured home against manufactured-home sales in the Colony units.
Buyers price uncertainty. We answer it with the record: privately owned land, an April 2026 appeals ruling for the owner, and no rezoning approved.
Florida sellers must disclose known facts that materially affect value and are not readily observable. The case is public record; we put it in front of buyers early.
Yes. The buyer files an application with a background check and a $500 fee at least 20 days before closing (Home Sale Process and Forms).
Only if an occupant will be 55 or older or the home fits the 80/20 allowance under the Declaration. We confirm the buyer’s plan before contract.
One from the homeowners association, and for a condominium, one from the condominium association. They state dues, any special assessment and anything owed.
In Collier County the buyer customarily pays for the owner’s title insurance policy; the contract controls.
The agent’s commission as agreed, documentary stamp tax on the deed, any payoff and your share of closing costs. We give you a net sheet before you list.
For a block home, yes. It helps a buyer price insurance. For a manufactured home, gather the data plate and tie-down records.
If your home is in Zone AE, yes. Check Collier’s certificate library first; one may already exist for your address.
Fix what inspectors and insurers flag first: roof, water heater, electrical and plumbing. Then cosmetic work that pays back; we rank the list by return.
It did when the course was open. Today it depends on the buyer’s view of the case. We price course-side homes with that in mind.
Late fall through spring, when seasonal buyers are in Naples. Riviera closed 17 homes in October to December 2025 and 14 in January to March 2026 (Southwest Florida MLS).
Yes, subject to the lease. Leases run 90 days to one year, so time the sale to the lease end where you can.
Yes. We can show it privately to qualified buyers in our database. The buyer still needs association approval.
Settle title first through probate or trust, then list. An heir under 55 may occupy the home only within the 80/20 allowance (Declaration, section 11.3), so plan the sale with that rule in mind.
Some lenders do not finance manufactured homes or set age and foundation rules. We line up buyers whose lenders do.
Lenders review the condominium association’s budget, reserves and insurance. Have the condominium documents ready at listing.
Buyers compare monthly cost. Low fees with internet included help; we put the estoppel figure in the listing package.
Disclose it. The estoppel shows it, and we negotiate who pays.
Clear surfaces, open blinds, trim landscaping and stage the lanai. We bring photography, video and drone.
It depends on your finances and timing. We can coordinate both sides.
Riviera ran 58 closings in the 12 months to August 2026 at a $297,500 median. Your timing should follow your plans; we show you the current numbers.
