One. Rapallo sells close to ask. The 96.1% average sale-to-list ratio means well-priced units move without deep discounting, and the 76-day average to contract reflects a healthy, non-frantic market. For sellers, correct pricing out of the gate is everything at this absorption level.
Two. The product-type spread inside Rapallo is wide. A Tellaro I coach home at 1,606 sq ft and a Rio Maggiore carriage home at 2,584 sq ft are both "Rapallo," but they are completely different products at completely different price points. A buyer who wants a 2,400-plus sq ft interior should be looking at Via Lungomare Circle carriage homes or Via Palazzo Place and Ponte Romano Lane courtyard villas, not the Enclave at Piazza Del Lago.
Three. The HOA fee bundle at Rapallo is fully loaded, and so are most of its peers. What looks like a $9,000 to $11,000 annual HOA figure at Rapallo includes basic cable, internet, water, sewer, building exterior insurance, lawn and landscape, exterior pest control, 24/7 security, and pass-through master association fees. Newer single-family communities have much lower headline HOA fees, but residents pay for cable, internet, exterior insurance, lawn, and landscape separately. The true cost difference is usually $200 to $400 per month, not the headline gap.
Four. Rapallo has no CDD, no Community Development District bond debt-service assessment overhanging your parcel. Most newer Estero communities east of I-75 (Verdana Village, Bella Terra, Corkscrew Shores, The Place at Corkscrew) do have CDDs; the Brooks of Bonita Springs CDD, Stoneybrook CDD, and Pelican Landing CDDs are all active examples (Brooks CDDs, Stoneybrook CDD, Pelican Landing CDDs). Current MLS listings for Rapallo units show Tax District Type as "Not Applicable." That is a real annual savings of $1,500 to $3,500 versus a comparable CDD community.

Rapallo is the flagship of Jim Wallace's three-generation Southwest Florida building family. The chronology, sourced from the developer's own narrative preserved on the Wayback Machine and corroborated by trade press, runs as follows.
The first generation. Jim Wallace's father, Joe Wallace, was a "respected builder/developer of over 400 homes in early Naples" in the 1960s (Rapallo.com/developer via Wayback Machine, September 2023 capture). That's the seed of the Wallace family's Southwest Florida real estate book.
The second generation. Joe's sons Jim Wallace and Jack Wallace launched their first community together in 1990: Piper's Pointe, a 240-unit lakefront multi-family condominium in North Naples. From the developer's own narrative: "In 1990 two brothers, Jack and Jim Wallace, launched their first community, Piper's Pointe… Building must have been in their blood. Twenty-six years earlier their father, Joe Wallace, was a respected builder/developer of over 400 homes in early Naples" (Rapallo.com/developer via Wayback).

By the time Rapallo opened, Wallace had cumulatively designed, marketed, and built over 2,200 homes across six SWFL communities. Estero Life Magazine corroborates the date arc: "[Wallace] entered the Estero market in 2000 with Lighthouse Bay at The Brooks, then proceeded to build Rapallo at Coconut Point in 2005" (Estero Life Magazine: Genova feature, March 2017).
The corporate vehicle. The legal entity that developed, marketed, and sold Rapallo is Touchstone at Rapallo, Inc.: a Florida Profit Corporation filed with the Florida Division of Corporations on August 21, 2003, document number P03000091774, FEI/EIN 20-0186833. The officers of record were James P. Wallace (President) and Debra Wallace (Vice President/Secretary), with Kathleen C. Passidomo, Esq. (later Florida Senate President) as registered agent. The entity filed annual reports continuously from 2004 through 2014 and voluntarily dissolved on April 15, 2015 after Rapallo's build-out completed and Wallace transitioned to the successor Genova project. The "Wallace Homes" branding visible on the original sales materials and the existing LP page is a trade/marketing name used by Touchstone at Rapallo, Inc., not a separate Sunbiz entity tied to Rapallo.
The umbrella entitlement. Rapallo did not entitle its own land at the master-plan level. Rapallo is a residential sub-project (the developer's term: "North Village") inside the Coconut Point Mixed Planned Development, originally entitled by Lee County as Resolution Z-02-009, approved October 21, 2002 (Lee County DCD case page, Coconut Point MPD). Lee County's case file lists the original applicant of record as "Touchstone Homes at Rapallo", with total approved acreage of 482.4 acres and total approved dwelling units of 1,934 across the whole MPD. Rapallo occupies 114 acres and 540 of those 1,934 units. The umbrella MPD has been amended multiple times since (2011, 2012, 2013, 2014), most recently Resolution Z-14-005 on May 7, 2014, which added health care facilities and the helistop to the schedule of uses for development area 3.
Build-out, 2005-2007. The condo sub-association entities, Rapallo One Association, Inc. (Sunbiz N04000009117), Rapallo Villas Two Association, Inc. (Sunbiz N04000009111), Rapallo Three Association, Inc. (Sunbiz N04000009113), and Rapallo Four Association, Inc. (Sunbiz N04000009114), were all filed simultaneously on September 23, 2004, by Kathleen Passidomo. The Master Association, The Club at Rapallo, Inc. (Sunbiz N04000009116), was filed the same day. The Enclave at Rapallo Association, Inc. (Sunbiz N07000002340), the fifth and youngest sub-association, was added two and a half years later on March 6, 2007, when the community's coach-home "jewel section" came online.
Lee Property Appraiser cost-card data (sample folio 10524589, 8598 Via Lungomare Cir #303) confirms a sample Rapallo Three Building 39 unit at Actual Year Built 2005. Most of the main residential buildings, including 8617 Via Rapallo Dr, 8575 Via Lungomare Cir, 8500 to 8598 Via Lungomare Cir, 8600 to 8625 Via Rapallo Dr, and the Via Garibaldi Circle Rapallo Four mid-rise, show 2006 build years. The Enclave at Rapallo on Piazza Del Lago Circle was the final section, built in 2007, with declaration recorded at Lee County Clerk Instrument #2007-88445. The 2013 Spikowski Estero Community Market Assessment confirms the community was fully built out by 2013.
The award. In 2007, the Estero Community Planning Panel and the Estero Design Review Committee presented Rapallo the David Graham Award as "Development of the Year" (Rapallo.com/enclave via Wayback; Florida Weekly: Rapallo hosting model home show at Coconut Point in Estero, March 20, 2008). Note: Estero did not incorporate as a village until December 31, 2014; the Estero Community Planning Panel and the Estero Design Review Committee were pre-incorporation citizen/advisory bodies that worked with Lee County on Estero-area development review (Engage Estero: Estero Community Planning Panel background). Jim Wallace himself served an 8-year tenure on the Estero Design Review Committee prior to Estero's incorporation (Estero Life Magazine: Genova feature). The award is exactly what it says, a peer-and-citizen-body recognition of best development of 2007 in Estero.
The successor. After Rapallo's build-out completed, Wallace turned to Genova at Coconut Point: a 205-unit luxury condo community at Corkscrew Road and Via Coconut Point Road, about a mile southeast of Rapallo. First Genova owners moved in 2018; by February 2019, Business Observer reported that the first three Genova buildings had sold out. The original sales-and-realty entity registered as "Rapallo at Coconut Point Realty, LLC" in October 2008 was renamed "Genova Realty, LLC" on June 12, 2015, and redirected to the Genova project. Wallace remained active in Estero civic life through his work on the Design Review Committee and his continued development through Genova.

A note on the lake count. The developer's own materials use 9 lakes / 24 water acres as the master plan number on The Club page. Several secondary sources (including a 2015 GreaterFtMyers blog and the prior briefing memo handed to our research team) used "seven lakes." Agent D's reconciliation: the discrepancy may reflect the difference between primary named lakes (7) and total stocked water bodies including the smaller retention ponds (9). The developer's primary marketing page is the more authoritative number; this guide uses 9 lakes / 24 water acres.
A note on the no-CDD point. Many Florida resort and gated communities sit on top of a Community Development District, a special taxing district that funds the original master infrastructure through bonds repaid by annual debt-service assessments on each parcel. The CDD assessment is on top of the regular HOA fee and is non-discretionary. Rapallo was deliberately designed without a CDD; the developer's own marketing language is "every home includes 130-mph hurricane-impact-glass windows and doors, fire-sprinklers and many upgrades as standard. There is no CDD and prices include full membership in the Club at Rapallo" (Rapallo.com/enclave via Wayback). Funding for master amenities, common infrastructure, and ongoing maintenance flows through the master association and the sub-condo associations only. Per the Articles of Incorporation filed by Kathleen Passidomo, Esq., the master's purpose is to "maintain, repair, replace and operate the Common Areas of Rapallo", which means the master owns and operates the clubhouse (13,200 sq ft Sports Club + 12,171 sq ft main clubhouse on 4.27-acre amenity parcel at 8551 Via Rapallo Dr), the 5 pools + spa, the 5 lighted Har-Tru tennis courts and Player's Bistro, the fitness center and Arts & Learning Center, the lakes, the perimeter berm and decorative wall, the gates, the walking paths, and the landscaping.
Voting. One vote per Unit at the master level. Articles can be amended by majority of voting interest.
Each owns and operates the building exteriors, roofs, and limited common areas inside its piece of the community. Each is a separate Florida Not-For-Profit Corporation. All five share the principal address 8551 Via Rapallo Dr (the clubhouse management office).

The first four sub-associations were incorporated on Day 1 (September 23, 2004) by Kathleen Passidomo as the developer's day-one governance package; The Enclave at Rapallo was added two and a half years later (March 6, 2007) when its coach-home jewel section was platted and built. On March 18, 2013, all six entities filed coordinated amendments on the same date, likely to align governing documents with the post-2008 Florida condo reform statutes. Total: 540 residences across five sub-condos.
Voting at sub-association level. Per the Rapallo Villas Two Articles of Incorporation (representative of all four day-one sub-associations): one vote per Unit. Articles can be amended by 3/4 of voting interests at a duly-called meeting or 2/3 written approval without a meeting. Stricter than the master.
Above the master, there's a sixth layer most buyers never hear about. Coconut Point-North Village Association, Inc. (Sunbiz N04000004024, filed April 22, 2004) is a commercial master that ties Rapallo to the broader Coconut Point mixed-use development (the mall, the Marketplace, other commercial parcels). Per the Master Articles of Incorporation, Article II.K and II.L, The Club at Rapallo is required to "Pay contribution to The North Village Association pursuant to the North Village Covenants. Payment of dues to the North Village Association for membership dues."
In practical terms for a Rapallo unit owner: you pay your sub-condo association, which includes a pass-through to The Club at Rapallo (the master), which includes a pass-through to Coconut Point-North Village Association (the commercial master). It's reported on MLS listings simply as "Master Assn Fee Included", but the actual structure is three-tiered. Sister sub-masters at the Coconut Point level include Coconut Point-South Village Association (N05000007223) and Coconut Point Area 2 Master Property Homeowners Association (N06000009807) (florida-hoa.com listing).
Fees are paid quarterly at the sub-condo level and bundle pass-through to the master and to Coconut Point-North Village.

That is the seller's MLS disclosure for a single Rapallo Three unit, a comprehensive recorded-amendment search at the Lee County Clerk would be required to confirm community-wide that no active special assessments are in place across all five sub-associations. None surfaced in current legal-notice searches for 2024-2026 in our research.
The McGreevy and Comisar listing language for 8575 Via Lungomare Cir #203 notes "roofs only three years old", pointing to a community-wide roof replacement project completed in approximately 2022-2023, consistent with post-Ian repairs and the lifespan of the original 2005-2007 tile roofs. A major project of that scale would have been funded through reserves, special assessment, or insurance proceeds; the MLS field shows no current special assessment, suggesting reserves and/or insurance covered it.
Rapallo is NOT a HOPA / 55+ age-restricted community by declaration. The MLS field of record on every recent Rapallo listing is consistent: "55+/Senior Community: No" (Mcgreevy & Comisar live listings, scraped 2026-05-27). Buyers of any age may purchase. As discussed earlier, the demographic does skew heavily retiree by self-selection (median age 71, 75% age 65+ per Census), but that is a behavior pattern, not a deed restriction. Several third-party real-estate filters have miscategorized Rapallo as 55+; treat those as out-of-date.

Full membership is included with every residence. There is no separate equity buy-in, no initiation fee, no waiting list, no tier structure (Rapallo.com/says-cant via Wayback Machine, "Full club membership is included with every residence so there's no club equity fee to pay..ever"; "No expensive golf course here but virtually everything else").

Rapallo sits in the Village of Estero (ZIP 33928), in Lee County, east of US-41 and roughly 4-5 miles inland from the Gulf of Mexico. That geography is the single most important fact for storm posture: Rapallo was outside the catastrophic surge zone that destroyed Fort Myers Beach, Sanibel, and the western edge of Estero during Hurricane Ian (September 28, 2022).

⚠️ Mixed-zone footprint. Rapallo straddles a mixed flood-zone footprint. The Preliminary Flood Maps PDF explicitly cites "VIA RAPALLO DR" with the Estero River channel reading Zone AE EL 11, while the bulk of Rapallo's developed parcels read Zone X. Every individual buyer must verify their specific parcel's zone at Lee County's Forerunner flood lookup or esterofl.withforerunner.com. Do not assume all of Rapallo is Zone X. The Letter of Map Revision (LOMR) story. J.R. Evans Engineering completed civil-engineering work to petition FEMA for a LOMR that reclassified many Rapallo parcels OUT of the Special Flood Hazard Area. The firm's published case study confirms: "The effort resulted in a significant savings in flood insurance for the Rapallo residences" (JRE Engineering Floodplain Brochure April 2021). The Village of Estero's published Flood Zones Removed Index PDF specifically names Via Lungomare Cir, Via Rapallo Dr, and Piazza Del Lago Cir as among the streets where parcels were removed.
Florida's post-Surfside condo safety law (SB-4D 2022, refined by HB 913 effective July 1, 2025) requires two things for condo buildings 3+ habitable stories:
Rapallo's buildings are 2-story. MLS data for representative units (8575 Via Lungomare #203, 8721 Piazza Del Lago #205, etc.) shows "Total Stories: 2" and "Architectural Style: Low Rise (1-3)" / "Carriage/Coach." Unit numbering supports this: most Rapallo unit listings show floor 1 (units 101-103) or floor 2 (units 201-205); no 3xx units appear in active listings, suggesting 2-story buildings. At 2 stories or fewer, Milestone Inspections and SIRS are NOT required under current Florida statute.
⚠️ Building-height caveat. If any specific Rapallo building is in fact 3 habitable stories (e.g., some Via Garibaldi or Piazza Doria Rapallo Four buildings have been described in third-party marketing as 3-story with elevators), Florida statute SB-4D + HB 913 requires SIRS regardless of building age, and Milestone Inspections at 30 years from CO. Rapallo's oldest CO is approximately 2005, putting Milestone Inspections due ~2035 for the oldest buildings if 3+ stories. Buyers should verify their target building's exact height with the sub-condo association and request the SIRS report if 3+ stories. That report is a non-negotiable due-diligence item under current Florida law and frequently surfaces material reserve gaps that drive future special assessments.
Public MLS listings and Lee Property Appraiser records describe several Rapallo Four buildings on Via Garibaldi Circle as 3-story with elevators. If accurate, that subset of Rapallo Four buildings IS subject to SIRS today. Lee Property Appraiser cost-card data for 8598 Via Lungomare #303 (Rapallo Three Bldg 39) shows a 3-floor configuration. The mix is real; building-by-building verification is required.
The McGreevy and Comisar listing language for 8575 Via Lungomare Cir #203 notes "Rapallo also is one of the safest places to be during a hurricane with its hurricane impact windows, roofs only three years old and not in a flood zone", pointing to a community-wide tile-roof replacement project completed in approximately 2022-2023. That aligns with post-Ian repair patterns and with the lifespan of original 2005-2007 tile roofs.
Rapallo is on FPL (Florida Power & Light) territory. FPL post-Ian assessment: "FPL did not lose a single transmission structure during Hurricane Ian. Typical Lee County HO-6 premium range: $1,500-$3,500/year depending on coverage limits, deductibles, and mitigation credits. Rapallo's combination of LOMR flood-zone removals + 130 MPH impact glass + new tile roofs (2022-2023) puts most units in the lower half of that range.
Florida insurers must accept the standardized Uniform Mitigation Verification Inspection Form (OIR-B1-1802) for wind-mitigation credits on the windstorm portion of premium (Florida OIR Wind Mitigation Resources; Safeguard Impact 1802 Form Explained). The form is valid for 5 years. Discounts can reach up to 88% off the windstorm portion when all best-practice features (hip roof, secondary water resistance, impact glass, gable end bracing, reinforced roof-to-wall connections) are present (FL CFO Mitigation Discount Guide). A new OIR-B1-1802 form takes effect April 1, 2026.
For Rapallo specifically: 130 MPH impact glass on every unit + tile roof + concrete construction + 2-story configuration = strong wind-mit profile. The master policy gets the bulk of the credit; the unit-owner HO-6 gets a secondary windstorm credit.
This is the single most important coverage line for any Rapallo buyer to understand. Loss assessment reimburses the unit owner for special assessments levied by the HOA to cover damage to common areas that exceeds the master policy limits or falls within the master deductible.
Our recommendation for Rapallo buyers: raise loss assessment coverage to at least $50,000, given the combination of (a) 540-unit community with extensive common amenities, (b) inland location but still in the Wind-Borne Debris Region, (c) post-Ian/Helene/Milton hard Florida insurance market.
Per Estero's official post-Ian guidance (estero-fl.gov Hurricane Ian PDF):
"Properties located in a Special Flood Hazard Area will fall under the Substantial Improvement/Substantial Damage Determination (known as the 50% rule). Under the 50% rule, if the repair amount is equal to or exceeds 50% of the improved value of the structure before the event, the structure must comply with current elevation standards outlined in the Florida Building Code 7th Edition."
Most of Rapallo is in Zone X, so the 50% rule generally does NOT apply. Any Rapallo building partially or fully in Zone AE (along the Estero River buffer) WOULD trigger the rule if damaged ≥50% of pre-damage market value.
Rapallo is served by the Lee County School District (district website: leeschools.net). Lee County operates an open-enrollment + school-choice model in 2025-2026, with pre-registration in October and choice applications in January/February. What this means for Rapallo: when a Rapallo buyer drives down Via Rapallo Drive after closing, the new strip with McDonald's drive-thru, Starbucks drive-thru, Miller's Ale House, and three retail buildings is now the immediate visual context at the gate. This is post-2022 zoning; older Rapallo brochures don't reflect it. Some buyers see this as a convenience win (walking-distance McDonald's, Starbucks, ale house, medical, and a grocery anchor); others see it as an aesthetic change to the entrance corridor.
